A spiced up way to play Survival Multiplayer

Due to lowered activity levels it has been decided there will be a New Map coming to Realm on a date TBD
I have created this idea for a new game mode to help bring some variation to the usual SMP
You may post questions or comments in this thread, but please read through the comments before because your question may already have been addressed

Nations
There will be Four Teams and each will own One of the Four Quadrants (X, Y) (X, -Y) (-X, Y) (-X, -Y)
On the first day Teams will be divided as evenly as possible and Colors will be decided; later joining Players will be divided up in a way that maintains balanced numbers between Quadrants
In order for a Team to change their Color after the Initial Selection, 51% of Quadrant Citizens must sign a Book stating which color they want to represent their Quadrant
If Quadrant Members are found outside of their Quadrant's boundaries they may be attacked by other players at any time (with the exception of Demilitarized Zones, detailed further below)
If a Quadrant Member is killed outside of their own Quadrant, the Attacking Player(s) may keep ALL of the Items dropped
If a Player is killed in their own Quadrant by a trespasser (even if the trespasser was acting out of self defense) and an Assault has not been Initiated ALL items must be put into a Chest at the place of death and Returned to the Player
Each Quadrant will suffer Attrition Effects while in another Quadrant; these Effects will be Mining Fatigue IV and either Slowness I, Hunger I, or Weakness I depending on what the Quadrant Purchases/Random (Haven't Decided)
Diamond Armor is not Authorized in a Quadrant that is not your own at ANY time, Diamond Armor is allowed in Demilitarized Zones
Players are not authorized to set spawn outside of their own Quadrant
It is not permitted to build any structure in another Quadrant unless there is a signed contract for work in place, Nether Portals should NEVER be made outside of your own Quadrant.
Each Team will have a Unique Item spawned in that will represent their Quadrant, The Relic must be on display in an Easy to see location in their Quadrant's Capital City

Spawn
Members of all Quadrants will come together to create a Spawn Town within X= +/-100 Y= +/-100 (200x200) [Might scale this down to 100x100 so each nation gets 50x50 to build]
Each Quadrant will have one fourth of Spawn Town to build Shops for Trading Goods; the area will be in relation to each Teams Quadrant
Each Quadrant will select a theme for their 100x100 building area and Variations between Quadrants is Key for a unique Spawn Town experience
Spawn Town is the location where Players must go to initiate Assaults by pressing buttons which activate Command Blocks

Assaults
Assaults are organized attacks with the Goal of stealing the another Quadrant's Relic and displaying it as a Trophy in your own Capital City
In order for a Team to Initiate an Assault they must have at least Three Members partake in the Assault squad
Assaults may only be Initiated when the Target Quadrant has at least Three Members on the server at the time [This number may be adjustable depending on balance]
Assault Teams will meet at Spawn Town and press the button associated with the Quadrant they intend to Attack
Once the Assault is announced it will not stop even if the Assaulting Team and/or Defending Team have Members log off the Server
From the Moment the Assault is Initiated the Assault Team have 30 Minutes before they must end the Assault and go back to their home Quadrant
All members of the Assault team must be within their own Quadrants boundaries or at Spawn Town at the time the Assault is Initiated
Defending Quadrants can not be Assaulted by more than One Quadrant at a time and may not be targeted by any Quadrant for 24 hours after Defending an Assault
Assaulting Nations may not Assault the Same Nation for 72 hours after the last Assault
Quadrants Initiating an Assault are not Immune from Assaults from other Quadrants and may be Attacked while on Assault themselves, Also known as "Backdooring" (Teemo OP)
Assault Teams are not authorized to set spawn outside of their Home Quadrant
Assaulting Teams are not permitted to use the Nether for any reason except to leave, this means no Nether travel to the Defending City
Assault Teams are only permitted to Steal one Relic per Assault
Assault Teams may only take Relics of the Defending Quadrant or recovering their own Quadrant's Relic; It is not permitted to steal a Relic from a Quadrant that is not one of the Assaulting or Defending Quadrants
Assaulting Quadrants must have possession of their own Relic in order to steal another Quadrants Relic; if a Quadrant does not have their own Relic they may only steal their own Relic Back
Spawn Camping during Assaults is not permitted and violators could be reviewed under "Rule 6. Don't be a dick."
Assaulting Teams are ONLY allowed to enter the Overworld from the Spawn Portal or a Portal within their Quadrant; Initial Entry or Re-Entry is NOT Permitted in a different Quadrant
Defending players may keep any Items dropped by Assaulters who die during the Assault
Assaulters may keep any Items dropped by Defenders who die during the Assault, but if they do not keep the Items and have eliminated all threats they are encouraged to put the Items into Chests (Respect Other Players)
Named Animals may NEVER be stolen, including during an Assault
Assaulters are Permitted to break a few blocks or doors only as a method of Entry but Excessive or Unreasonable block breaking could be reviewed under Server "Rule 4. No Griefing" (Mining Fatigue IV will limit excessive breaking)
Assaulters are NOT authorized to dig long tunnels in the Defending Quadrants Land; Only break blocks for immediate entry as Previously Stated (Mining Fatigue IV will limit this)
Using TNT or Lava during an Assault is not Authorized since it could result in destroyed items or Damaged Property; violations of this rule could be reviewed under Server "Rule 4. No Griefing"
The only building permitted during Assaults are pillars to get over obstacles or climb over walls
Notch Apples/God Apples are not permitted during Assaults

Demilitarized Zones
Demilitarized Zones are Peaceful Areas, Fighting in these Zones is reviewable under Server "Rule 4. No Griefing" and Server "Rule 6. Don't be a dick"
The Nether, End, and Spawn Town are all Demilitarized Zones
When in a Demilitarized Zone players should be respectful of one another
Any group events (Dragon Fight, Mini Games, Horse/Pig Racing) will result in an Administrative ceasefire; during this time Assaults and PvP (unless specified within the event) are Prohibited
Before and after group events there will be a 10 minute Administrative Peace Agreement for travel to/from the event, wandering into another Quadrant during the Peace Agreement is in Violation of Server "Rule 6. Don't be a dick"

Notes
The standard server rules still apply, this is still the Realm of Survivors Survival Multiplayer server so you must still be Respectful to Others and follow the Rules
Nations may not steal resources from other Quadrants, if explorers find valuable resources in another Quadrant notify the Host Nation and organize a Trade Agreement

Tributes
A Tribute will be paid to any Quadrant holding another Quadrant Relic for 7 straight days; after the Tribute is paid the Relic will be returned
The Base Tribute is divided into 5 Categories: 1 Diamond Block, 1 Emerald Block, 2 Gold Blocks, 3 Iron Blocks, and 5 Lapis Blocks
Any Category of the Base Tribute may be replaced with 1 Diamond Block by decision of the Paying Nation
Substitutions other than 1 Diamond Block are NOT Authorized
Examples of Authorized Substitutions:
Replacing 1 Emerald Block and 3 Iron Blocks:
3 Diamond Blocks, 2 Gold Blocks, and 5 Lapis Blocks
Replacing all Categories and paying only with Diamonds:
5 Diamond Blocks
